I always do bedrooms this way to minimize travel distance to bedrooms. Stairs can go down multiple levels. I also make rooms more luxurious: 3x3 rooms and the stairs are 2x2 so that walls between rooms are 2 tiles thick, giving each room its own dedicated wall without overlap.
