Race is irrelevant to player class in Skyrim. That said, the bonus 50 magicka for Altmer is clearly the most OP racial bonus, as it gives you 5 extra levels of Attribute stats, right at level 1. Meaning that you can dump your first levels into health and stamina and still have a decent pool of magicka to use at the lowest levels.

Battlemage is probably the hardest early build in the game. To the point that you basically want to counter intuitively not wear heavy armor until AT LEAST heavy armor 25 (pay for training), but even then only wear boots or gloves.
