So you need to capture all the original capitals, not the current capital of each civ. The only problem I see with this is there's nothing in the domination victory tab to indicate which city is the capital. There are some "secrets" in the tech tree that are not shown. Most importantly for *any* civ are the techs that raise the production tile yield.
