As for mods, I use Fin's AI Tweaks and CP Spawn Rework. When you have both, you have to go into Fin's and disable spawn tweaks (so the two don't conflict). The reason I use CP Spawn Rework also is because that gives you finer-tuned options specifically for bot spawning. Fin's is great for bot loadout and behavior.

I only had Fins ai, Decided to try downloading Bread and butter and The lua cp after I couldnt find any PMCs. Ive messed with the config of the ai tweaks to make all raiders and scavs to pmcs. Didnt work for me. In cp there is a insta spawn wave setting, there should be the same setting in fins try changing that to 1 or 2 for insta spawns. Thank you for the response.
